Rekonfigurasi Ekosistem Pers Digital: Platformisasi, Homeless Media, dan Respons Dewan Pers

This study analyzes the reconfiguration of Indonesia’s digital press ecosystem through the Press Council’s construction of homeless media, platformization, and governance responses. The study employs a qualitative approach using qualitative content analysis of official Press Council news coverage published between April-Agustus, 2026. The research corpus was purposively selected from reports addressing homeless media, content creators, digital platforms, transformations in the press industry, economic rights of journalistic works, regulation, and institutional responses. The analysis applies three concepts: platformization to examine changes in information infrastructure, distribution, and economic processes; institutional boundary to identify shifts in institutional boundaries and actor positions within the press ecosystem; and platform governance to analyze the Press Council’s responses. The findings indicate that platformization has transformed news distribution mechanisms while affecting economic structures, media dependency, and the bargaining position of press companies. The emergence of homeless media reflects shifting boundaries among press companies, content creators, and platform-based information actors while generating regulatory and competitive asymmetries. The Press Council’s responses have developed through regulatory reviews, cross-institutional coordination, protection of journalistic works, complaint mechanisms, and reassessment of the Press Law’s relevance. These findings are verified through FGD transcripts with Press Council representatives, reinforcing issues of legality, regulatory burdens, and the need to adapt digital press governance.
